Is it from the Queen, or John Cleese? Revocation of Independence

I have no idea where this comes from. I found it on an internet marketing forum, and a search revealed nearly two million instances of the phrase “revocation of your independence, effective immediately.” If you know where this originated, I’d love to hear it, so I can attribute it properly.
